To give notice of an urgent key decision to be taken by the Leader of the Council in relation to health and safety works at Southwell Leisure Centre.

AGREED as detailed in the report.

To put forward a proposal for consideration that could lead to significant investment and improvement in Sherwood Avenue Park in Newark

AGREED that:

·       The Portfolio Holder notes and supports the development of the potential scheme;

·       Support a period of public consultation, to better define the scope and design of any development;

·       The NSDC share of any overage from the sale of the former London Road toilets is committed to this scheme, together with the Section 106 monies as set out;

·       Support a bid to the Rural Shared Prosperity Fund in line with the funding cocktail set out in the accompanying exempt report; and

·       Subject to the above, a report is brought back to Cabinet in due course to formally endorse the scheme or otherwise.

AGREED That Cabinet approve the proposal to write off as detailed in the report.

AGREED that:

a)      the General Fund projected favourable outturn variance of £1.020m to usable reserves be noted;

b)      the Housing Revenue Account projected unfavourable outturn variance of £0.446m to the Major Repairs Reserve be noted;

c)      the variations to the Capital Programme at Appendix E be approved; and

d)    the Capital Programme revised budget and financing of £60.393m be approved.

AGREED that Cabinet approve the market supplement of as detailed within the report.

AGREED:

a)       To note the compliance performance of housing services and the areas falling outside of target;

b)      To approve the future reporting arrangements as set out in 1.5; and

c)       To identify any areas for further scrutiny to provide assurance on compliance performance in Housing Services.

To deliver an approach to performance management that is used to drive improvement rather than simply used as a counting device.

AGREED that:

a)       Members review the Community Plan Performance Report attached as Appendix 1;

b)      Members comment on the supplementary document showing targets for 2023/24 (Appendix 2); and

c)       Members consider the Council’s performance against its objectives highlighting any areas of high performance and identifying areas for improvement.

AGREED the recommendations contained within the report.

AGREED that Cabinet review the Arkwood Performance Report (attached as Appendix 1) and consider the Company’s performance against its targets and objectives highlighting any areas of high performance and identifying areas for improvement.

AGREED That Cabinet:

a)        note the performance of the company at Appendices A, B and C;

b)        approve the company’s draft Business Plan at Appendix D; and

c)        approve the increases to membership fees and pay-and-play prices presented at section 3.2.

To provide an update on the delivery of UKSPF and to seek approval for the proposed uses of programme funding throughout both financial years 2023-2025.

AGREED that:

a)        the proposed internal projects and grant awards noted in 1.5 are approved and funded through UKSPF throughout 2023-2025.

b)       any potential underspend of the recommended projects will support and enhance new and existing projects, as outlined in 1.7.

c)        the remaining and uncommitted 2024-2025 UKSPF allocation is committed to deliver future projects through a combination of grant awards, internal delivery, and potential procurement of services, as noted in 1.8.

To summarise the work of the Cabinet working group on heritage strategy and bring to the Portfolio Holder recommendations from the group.

AGREED that:

a)      the creation of the KPIs outlined in 3.1;

b)     the permanent rollout of the free to resident scheme with immediate effect; and

c)      the reopening of the museum and café on a Tuesday starting from May half term 2023.

To seek authority to:

a)        enter into a legal agreement to acquire an interest in the Local Nature Reserve site; and

b)       declare a Local Nature Reserve in Gunthorpe under the Access to the Countryside Act 1949 (‘the 1949 act’) and provide notice of said declaration

AGREED That the Portfolio Holder approves:

a)        the acquisition of an interest in the proposed nature reserve in accordance with the 1949 Act in order to enable a declaration, by way of an agreement with the landowner Gunthorpe Parish Council; and

b)       the declaration of a local nature reserve using the Council’s powers under the 1949 Act.
