Purpose:

To secure Portfolio Holder approval to use Section 106 contributions held by the District Council for improvements to community facilities in Collingham.

 

Decision:

AGREED:

 

That £47,000 be transferred to Collingham Football Club towards the installation of a PV Solar Panel scheme to generate efficiency savings and to reduce carbon emissions at the Club’s Station Road premises from the s106 contributions secured through agreements AG1308 and AG1006 and held by the District Council; and

 

That the Council’s Capital Programme is increased by £47,000 funded by the Community Facilities contribution from Section 106 agreement AG1308 (£41,850.69) and AG1006 (£5,149.31).

 

Reasons for the decision:

To enable S106 monies held for suitable projects in Collingham to be delivered by Collingham Football Club in accordance with the terms of agreements AG1308 and AG1006 to facilitate the delivery of a PV Solar Panel installation to its clubhouse. 

Alternative options considered:

The Section 106 receipts held under these agreements have to spent on community facilities in the Parish of Collingham and Brough in accordance with S106 Agreement AG1308 and AG1006.  

 

Accordingly if the monies are not spent in accordance with the s106 agreement spend by date the receipt would have to be repaid to the developer with any interest accrued whilst the Council has held the contributions. 

 

Therefore, in respect of this proposal it is deemed appropriate to transfer the monies to Collingham Football Club to use for the project outlined which will enable the Club to improve its efficiency and sustainability well into the future.
